Especially when most of the upgrades for your areas don't include positives for these MOST IMPORTANT features like population content and bread. It's impossible to keep your population discontent down and your bread up.

I try to upgrade my cities but I spend more time spending money on getting rid of the Squalor areas that pop up in your cities. Should I talk about Squalor? It's the stupidest concept. I just decimated them and they suddenly have MORE troops than I do.
What killed me was when I took a HUGE army to a town or city, destroyed its garrison and army and then said defeated army runs away and on the next turn it has replenished its troops and added several more units, much more than what I have. You try to use and fight according to "battlefield" tactics but these tactics just don't work in Total War anymore. What's even more funny is that broken and routed units will now run back and attack my units in the rear, this after they've had their asses handed to them and have routed half way across the map. It seems the enemy AI's one unit can not only hold my many of my units but can kill them until the rest of their buddies show up.

Some times I have 3 or 4 full units fighting one unit and that one unit is not only fighting and holding their ground, but depleting my 3 or 4 units, even if a unit is attacking them from behind. This is supposed to be a game where you can progress due to your battlefield prowess not whether or not you can "bribe" Senators. This is TOTAL WAR, not a sim/resource management system game. On top of that they added unnecessary mechanics like the Senate/Political management system. From what I saw in videos of the "creators", or people in charge of the game, they had changed a lot of the mechanics and other things that worked well in the previous games. This game is a sad continuation of the Total War series. I shoulda listened to aaaaalllllllllllll those reviewers reviews instead of trusting TOTAL WAR game lineage. Wow, I still don't like it and am pissed I actually paid money for this. WOW! Why did I buy this game? Oh yeah, because I waited years before buying and paying full price for it and because I waited for a super-low sale where I wouldn't if I did not like the game anyway.
